The Investor Visa is not a citizenship-by-investment program. It leads first to a residence permit, initially granted for two years and then renewed in three-year periods while you hold the qualifying investment.
After five years of lawful residence you may apply for permanent residence. After ten years of continuous lawful residence, and on proof of Italian language at around B1 level and a clean record, you may apply for citizenship. Citizenship is decided by the Italian authorities on their own criteria, so we set out a realistic timeline rather than a promise.
Italy offers an optional flat-tax regime for high-net-worth individuals who move their tax residence to the country. Under it, foreign income can be covered by a fixed annual amount rather than ordinary Italian tax, with an additional amount for each family member who joins the regime.
