The Italy Investor Visa Program for Foreign Investors

The Italy Investor Visa Program, sometimes called the Italy Golden Visa, lets non-EU nationals obtain long-term residence in Italy in exchange for a strategic investment in the Italian economy. Bayraktar Attorneys guides foreign clients through the route selection and the whole application in English.

Italy introduced the program in 2017, and it is known for a fast-track structure that can deliver a preliminary approval quickly. It grants residency, not immediate citizenship, though it is a recognised bridge to permanent residence and, in time, Italian citizenship. The routes, thresholds and tax rules are set by the Italian government and can change, so we confirm the current requirements in your consultation.

How We Help Foreign Investors

The Investor Visa is a fast-track program, but it still requires a clean, well-evidenced file, including proof that your funds are lawful under international anti-money-laundering standards. We work with foreign clients to choose the right route and present the application clearly.

Our support covers the whole journey:

  • Choosing the route that fits your capital and goals
  • Confirming the current thresholds and evidence required
  • Preparing the source-of-funds file to AML standards
  • Applying for the Nulla Osta (preliminary approval) and the investor visa
  • Completing the investment and converting the visa into a residence permit
  • Adding family members and advising on the tax regime and later citizenship

Investment Routes

Italy sets out four routes with clear boundaries. You choose only one and commit to holding the investment for at least two years. We confirm the current figures at the time you apply.

Innovative Start-up

The lowest entry point, from around EUR 250,000, into a company listed on Italy's official register of innovative start-ups. This route supports the technology and innovation sector and suits investors who want exposure to early-stage Italian ventures.

Italian Company

A capital investment from around EUR 500,000 into shares of an existing, active Italian limited or joint-stock company. The company is expected to contribute to the Italian economy, whether or not it is listed.

Philanthropic Donation

A non-refundable donation from around EUR 1,000,000 to an Italian project of public interest, such as culture, education, research, migration management or the restoration of heritage.

Government Bonds

A purchase from around EUR 2,000,000 of Italian government bonds, for investors who prefer a traditional, government-backed instrument.

Benefits of the Italy Investor Visa

The program combines a fast process with the lifestyle and diplomatic strength of Italy. Holders typically enjoy:

  • Long-term residence in a major European Union economy
  • Visa-free short travel within the Schengen Area
  • A fast-track review, with preliminary approval often in about 30 days
  • The ability to include your family in a single application
  • Access to healthcare and to Italy's schools and universities
  • An optional flat-tax regime for new residents on foreign income
  • A recognised pathway to permanent residence and, in time, citizenship

Family Inclusion

With one application the main investor can bring the family together in Italy. This generally includes your spouse, your dependent children, and, under certain conditions, your parents. The whole family can access healthcare and education at European standards. We confirm the current dependency rules and documents for your situation.

Residency, Permanent Residence and Citizenship

The Investor Visa is not a citizenship-by-investment program. It leads first to a residence permit, initially granted for two years and then renewed in three-year periods while you hold the qualifying investment.

After five years of lawful residence you may apply for permanent residence. After ten years of continuous lawful residence, and on proof of Italian language at around B1 level and a clean record, you may apply for citizenship. Citizenship is decided by the Italian authorities on their own criteria, so we set out a realistic timeline rather than a promise.

Tax and the Flat-Tax Regime

Italy offers an optional flat-tax regime for high-net-worth individuals who move their tax residence to the country. Under it, foreign income can be covered by a fixed annual amount rather than ordinary Italian tax, with an additional amount for each family member who joins the regime.

The headline figures for this regime are set by the government and have been revised, including for newer applicants, so we confirm the current amounts and whether the regime suits you. Your overall position depends on your circumstances and your other countries of connection, and we review it with you and, where useful, a tax adviser before you rely on it.

Our Process (Step by Step)

  1. Free Consultation and Route Selection

We assess your goals, recommend one of the four routes, and set out the thresholds, costs and timeline.

  2. Source-of-Funds and Documents

We prepare your evidence to AML standards and assemble the supporting documents for the application.

  3. Nulla Osta and Investor Visa

We apply for the preliminary approval and, once granted, the investor visa at the consulate.

  4. Investment and Residence Permit

You complete the qualifying investment, and we convert the visa into an Italian residence permit.

  5. Family, Tax and Renewals

We add your family, advise on the flat-tax regime, and handle renewals and the later citizenship route.
